Cannot SAVE ACTION

I am trying to transfer some actions. After I select them in either CS or CS2, I cannot SAVE then because SAVE ACTIONS is greyed out in both programs. What to do to SAVE ACTIONS?

You can save only sets, not individual actions. If you need to save an individual action, create a new set and drag one or more actions into it, and then save the new set.
