Bob, try clicking on the little arrow that expands the action, then click on the first step in the action.
Tried that and the same result. It seems that the "play" isn’t working.
Questions/possibilities:
Are you able to successfully play the action "later."
Is the problem only with a particular action or all actions?
If one of the first steps in the action is a STOP command and the inside checkbox is "off," the STOP will execute (pause the action) without displaying the message, so there’s no ‘Continue’ button visible to click that would resume the action.
The checkbox to the far left of the action name is "on," right?
The Action will play if I do the following. File, Automate, Batch. I click on the down arrow in Set and scroll to my action, in this case, Adjustment Layer Build. Now click OK and from now on, ALL Actions are playable…until the next time CS 2 starts.
When I have the problem, it is with all Actions.
I understand your comment about the Stop issue, but this particular Action only creates 5 different adjustment layers and has no Stop.
The Action will play if I do the following. File, Automate, Batch. I click on the down arrow in Set and scroll to my action
….meaning after you choose the action from Photoshop’s Batch dialog, then you click OK in the Batch dialog to initiate the action? Or do you select the action and then cancel out of the Batch dialog?
In either event at this time any action can be played by selecting it in the Actions Palette and clicking Play.

after I select the action, I select OK and then initiate the action through the Action palette.
Now this morning I have rebooted and gone into CS2. At first it appeared that no actions would work but in fact, after CS2 fully loads, the actions are playable. One important issue here is if I start an action now, I receive this message window: The selected workspace will modify menu and/or keyboard shortcut sets. Would you like to apply this workspace? I select yes and now the actions seem to allow me to play them, but in fact the action doesn’t execute. In otherwords, my Adjustment Build action will play. but the 5 adjustment layers that should now open as a result of the action, do not.
Not sure on the Batch command from Bridge. I wil try that and post again.
Hmmm… very odd.
So you can now highlight action "Adjustment Build," click PLAY and in the actions palette can see the steps execute (one step highlights, then the next step highlights…), but no adjustment layers are added to your image, correct?
So this morning NO CS2 Actions are not playable. I have gone to File Automate, Batch. I have made Set – Default Actions and the Action – Automation Workspaces. Source is Opened Files and Destination is None.
Errors is set to Stop for errors. I click OK. I get a message that the selected workspace will modify menu and/or keyboard shortcust sets. Would you like to apply this workspace? I have a choice of yes or no. I click Yes. Now the Play, Start Recoding buttons that were prveiosly "grayed out" are now available to me.
If I know run the Automation Workspaces Action, although I can click the run button, nothing actually happenes. If I go to another Action say my Adjustment Build action, the play button is operational but I get the same message, the selected workspace will modify menu and/or keyboard shortcust sets. Would you like to apply this workspace? I click Yes and it doesn’t create the adjustment layers the action was intended to. In otherwords, the action doesn’t run.
No I go to File, Automate, Batch and this time I make the set, Adjustemtn Layer Build and the Action is Adjustment Layer Build (action) I click OK and VIOLA…the adjustment layers are created.
In CS2 Adobe introduced Scripts Event Manager where one can specify that PS "do things" when certain events occur, such as at PS startup or shutdown.

Check File > Scripts > Scripts Event Manager in your own CS2 environment. I’m wondering if a script or action is running on startup that for some reason is disabling your Actions Palette. If something is specified for the Start Appliction event, ‘remove’ it and see what happens.
