how to reproduce this bug…
make new document > preset web > color profile ‘dont color manage this document’ > click ok
copy something > make new document > preset changes to clipboard > color profile STILL at ‘dont color manage this document’ > click ok
BUT make new document again > color profile changes to monitor’s profile! > click ok
