How would one go about moving user created actions from CS2 to CS3? They don’t appear to move during the install.
Tried copying the actions folder but that didn’t do it.

Make sure the Actions are Saved with a unique name (so you don’t overwrite anything)in sets from the flyout triangle in the Actions palette. Then you can move them anywhere. A good place to save them is in the Actions folder inside the Presets folder in Photoshop.

Not a bad idea to back up custom actions to another location or removable media as well.

NOTE: Actions in the Presets folder can be quickly loaded by going to the flyout menu in the palette and checking them.
