PSCS3 Extended Cannot Properly Save a 4-Bit BMP Image

Steps to reproduce:

1. Open a 24-bit .jpg image file.
2. Select Image>Mode>Indexed Color.
3. Set Palette = Local (whatever); 16 colors; Force = Black and White; Dither = Diffusion; Amount = 100%. Click OK
4. Select File>Save As…
5. Enter name and choose .bmp.
6. Select the 4-bit radio button in the BMP Options dialog and click OK.

Actual Result:
1. The dialog dismisses and then reappears.
2. Select 4-bit again and click OK.
3. One of 2 things happens – PSCS3 crashes; or the successful save produces a bizarre, corrupted image.

Expected Result:
A properly saved 4-bit .bmp image.

Additional Information:
PSCS2 has no problem with this operation.
