I understand that saving a layered file as a photoshop pdf with preserve editing capabilities will allow me to open that pdf with my layers intact. So can someone explain to me what the practical difference between the photoshop psd format and the photoshop pdf format is other than the inclusion of fonts in the pdf format? This assumes that no compression is used in saving the pdf.

Depends on what you need to do with the file. If you’re still in the editing stages there’s really no reason to save as PDF.

But when it comes time to either print the file or drop it into an InDesign layout saving as PDF will allow all vectors and text to remain just that for ID and will allow you to not worry about version incompatibilty when sending a PDF for print.
