Unable to add a new layer or duplicate an existing layer

I am unable to add a new layer, duplicate an existing, and copy/cut from an existing. I am fairly experienced with Photoshop and have never run into this problem. I am working on version 5.5 on a Windows computer. Please help me.

What colour mode are you in?

Is the file 16 bits/channel

RGB : 8 bits

Try closing the file and restarting. If that doesn’t help, trash/reset Preferences.

I did that and it didn’t change. However, I can create a new file and add layers.

My bet is that you are in Indexed color mode? Check Image>Mode>RGB
