"fuzzy" issue when converting a .psd file to .pdf file

I’m trying to edit a .psd file and then wanting to convert it to a .pdf file to add to a pdf doc, but everything time I convert it, part of the document wording comes out fuzzy. Any suggestions?

Are you keeping the vector information when saving as PDF?

Check the "include vector data" box in the PDF save options dialog box?

I’m not receiving that option to check when I try to save the .psd file as a .pdf file in Adobe photoshop CS2

check the quality settings for downsampling. you may be compressing the image as a low res jpg. There should be a bunch of presets you can use.

What is your target audience (printer, web etc?)

My target audience is the web. what settings should the downsampling be put on? In fact, what should the settings be all together?
