Making a water droplet frame for an image

Ok, here’s a challenge…at least for me. Probably easy for you. How do I make a frame for an image so that it resembles water droplets all the way around? Is it possible without some sort of special plugin? Thanks.

That’s great, but not what I’m looking for. I want the edges of the graphic to break up into water droplets of the image, kind of like the grunge look but more similar to water, like the image is spilling over per se.
