resizing plugin windows

when I have an image open in photoshop and try to use some of the filters(where is reopens a new work window with options; etc. liquify) I can’t see or access all the options because the window is to big. Is there a way to resize these, becuase there is no scroll up and down or left and right ? I tried clicking of the title bar but can only move it over so far. I get the adjustment arrows if placed on the frame side but can’t adjust anyway. Please help

What is your monitor’s resolution? Sound like it’s too low.
