my question is
ligtroom has a nice feature the hsl
it ‘s very easy tune up the colors like orange ,yellow , red…. it could be tune up the hue , the lumiance and the saturation

can i do the same with cs3?
how?

Yes. CS3’s Camera Raw has a HSL tab

If by that you mean you would like the HSL adjustments to be available to a Jpeg or TIFF, CS3’s Camera Raw will now handle these formats.
