Help with making photo announcements using CS

Hello,
I am trying to figure out how to make one of those cute photo announcements you see (like for babies for example). I am not figuring out how to get the bars of color (like blue, brown, pink, etc.), nor how to make a 5×5 card size. I think I understand that these announcements you see everywhere are a layering issue, but getting the colors/patterns on there I don’t understand. Am I clear as mud? Thank you in advance if you know what I’m talking about and can help me.

I am not a designer,so buyer beware on this one. to get a 5×5, just create a new document,and enter 5inchx5inch at 300ppi. if a novice like me had to do this with the bars of color, i would use the rectangular marquee and just drag it across the box to make your stripe whatever width you want,and then go to the edit menu and select the fill color of your choice. is this the type of look you wanted?

ThatÂ’s exactly what IÂ’m talking about. So, itÂ’s all tools and fill color thenÂ…rectangle, square, etc. Great! Then I can, I assume, layer different photos in there should I want them, or turn the rectangle so itÂ’s vertical, etc? This is a great startÂ…thank you so much.

Now, I’ve also seen where people download scrapbook paper images to use in these things. Would I just size those "paper" images and treat them like photos to put them in as well?
