Help with using Vectors in Photoshop CS

1) Can I use Photoshop CS to work with downloaded Vectors?
2) I found vectors I love on www.istockphoto.com. Once I pay for them…are they mine? In other words, can I use them on images that I sell?
3) How do I download them and then use them in Photoshop CS? Are they brushes or fills or what? Can they be used as backgrounds or as a layer on a background and resized?
4) To let you know what I am trying to do…I want to create a photo collage, and use a vector pattern I found as the background, and then use smaller sizes of the vector to insert as pattern fill into rectangles, squars, etc.

I am really trying to learn all this stuff, but it takes a while! Thanks for your help in advance!
