Would Photoshop be the correct purchase?

When outputting files for the web from Photoshop I can’t seem to get text elements to come out as actual text. Instead, the entire project is exported as an image ( or images depending on if slices are used ) however in order to not get caught in many spam filters I would like the ability to output text as actual text. Is there a way to do this?

If you are looking to build web pages, then Photoshop is not the best program. Look into Dreamweaver. PS can make web images, but does not excell at making web pages.
