What, exactly, doesn’t work? Is the menu item grayed out? Or is it alive, but does nothing when you take it?

If I click on the item from the menu or if I use the keyboard shortcut, my cursor turns into an hour glass for like 3 seconds then returns to a pointer without the "save for web" menu appearing at all.

Being in web development field I use that feature a lot when I create something in Photoshop but I don’t know why that option just doesn’t work anymore. I’ve tried a fresh install of the software 3 times as well. (uninstalled + removed registry entries)

Too strange. This is one you should take to Adobe support. You paid for it. Go for it.
