I have CS3 Extended in Windows platform how do I install brushes, plugins, and fonts? I am very new to PS

Fonts go in C:\Windows\Fonts.
Go to the folder and then File>Install new font and browse to the font’s location.
In CS2 (don’t use CS3)
Plug ins in C:\Program Files\Adobe\Adobe Photoshop CS2\Plug-Ins Brushes in C:\Program Files\Adobe\Adobe Photoshop CS2\Presets\Brushes Should be similar in CS3
Plugins will appear in the Filter list after installation; Brushes will need to be loaded to use, from the brush dialogue box after installation. Click on down pointing arrow to right of brush size on options bar, new brush should be listed, click to select and load.
