I haven’t this tool in Photoshop CS3 Extended < http://img235.imageshack.us/img235/7702/photoshoptoolchartyf 2.gif>
Why? And what is the purpose of this instrument?

Which tool? That gif shows me the entire toolbar, with all the hidden tools as well.

Click and hold on tools with the black triangle to see what’s hidden "underneath". In this case it would be the Eyedropper.

Or simply alt+click to cycle through the choices.

There is no 123 count tool in ihis panel. Also I have no menu Analysys. What can i Do? How can I check it on file for example?

And does the main Photoshop window title say Adobe Photoshop CS3 Extended?

You could try resetting your preferences as per the FAQ – though I’ve never heard of a missing tool, disabled maybe.
