Image getting blurred

general query:

have been trying to modify some low quality photographs, which is blurred, i tried to remove background to make it bit clear.

when i finish cleaning photo it looks good in photoshop but when i save and close photoshop it looks more blurred; what could be the problem?

attached both images; please see and advice.

Whilst you are working on an image save it in a lossless format such as PSD or TIFF. Repeatedly saving and reopening Jpegs will very quickly degrade image quality. Also, don’t forget to resharpen after resizing.

company needs only jpeg format files, any other option?

even tried shapen tool but its not that clear, it is leaving some blurrines on borders, – above head and shoulders.

….which is why I siad whilst you are working on the image. Jpeg should only be used for saving out the final version. If you are working on an image which is already low in quality, you need to preserve that quality during the editing process, not destroy it even further with Jpeg compression artifacts. There really is no other option.

For sharpening, use Unsharp mask or Smart Sharpen:
