Cannot keep outer glow around object

I am using CS2 with latest updates, Windows Vista Ultimate, AMD 64X2 4400, 2 GB Ram, NVidia GForce 7100 w 256 MB memory. I am building a complex image for a print job that contains 43 layers, 17 are graphics. I went to apply a outer glow around a graphic and it shows up fine if I don’t click on the preview box. When I click OK or click on the preview box, the outer glow disappears. I am viewing this image at 100%, 200 dpi, file size 14.2 MB. Has anyone an idea what is going on here and how I can correct this problem?

The best thing you can do is to get rid of Vista. It damned near put me out of business with incompatibility issues!!!
