Open with image from command prompt

I am trying to open Photoshop as an editor for an image from within a Java program. I thought a good way to do this would be to just run the Photoshop.exe file with the image filename passed as a parameter but that does not work. I first tried to do it from the command prompt by going to the photoshop directory and typing Photoshop.exe image.jpg but Photoshop just loaded without the image.
If anyone knows a way to do this from the command prompt or just from within the java program your help would be appreciated.
