JPEG (.jpg) does not support transparancy. But PSD, GIF, and PNG formats do. So open the JPEG in Photoshop, double click the background layer to convert it to a standard layer and then use a layer mask or make a selection and then delete to get rid of/hide the background. Save as a PSD, GIF, or PNG to retain the transparency.
