PhotoShop is running on W2k, system font settings should have no effect on how PhotoShop renders text.

The problem is that it is difficult to create an accurate "screenshot" of an application not coded yet, because PS renders text with same settings differently than Windows system does. Does PS use its own Truetype engine instead of the system engine?

Yes, Photoshop uses it’s own type engine – otherwise documents would not be consistent across platforms or versions of the OS.
