Editing and backing up and Actions

In Photoshop CS3, I created an Action set and an Action to save as a jpg file with maximum quality to a specified folder and then close the file and assigned it to a key.

Theses are my two questions:

How can I edit the Action to change the folder location (without having to delete and re-record the action)?

Where is the Action set file stored (so I can make a backup copy)?

You select the action set, then use the flyout to pick Save. You can save it anywhere you want.

Double-click on an action step to modify it.

Thanks but although double-clicking on the action step lets me modify the location, it also performs the action. Is there a way to modify an action step without executing it (so I can change it for future use only)?

Click this step once > in the palette menu select "Record Again"

To complicate things further in a few rare cases an action step cannot be modified using the above method. The solution is to delete the old one and then record a replacement.
