will it matter much if I buy 4gb of fast (4-4-4-12) vs. slower (5-5- 5-15) RAM? will be using XP SP2, Q6600 CPU.

A motherboard which is designed to transfer data to a slower ram will not operate faster by the mere installation of faster ram.

Ram latencies are a complex issue.
If your motherboard does not allow adjusting these settings than you are wasting money buying the more expensive tunable ram.
If you do not understand how to tweak these settings, but there are instructions available at many web sites, you may also have difficulties. Alas, these minor changes in RAM latenices are not likely to have any noticeable effect in everyday use of Photoshop.
These tweaks are primarily for hardcore gamers who think they can see the difference between 60 and 61 fps while playing Quake 4. If you paid over $1000 for two 8800 video cards you would want to maximize everything else as well.
The benchmarks you see written up that "prove" the superiority of lower ram latencies use software in ways that do not relate to most real world software usage but are dense enough so that minor changes in throughput can be measured.
