I’m trying to figure out how to reduce the file size to about 400kb so I can upload to a website. I haven’t used Photoshop for a long time..and any help would be sincerely appreciated!

400k is still a very large file fot the web. For any file, goto Image > File Size and resize to suit, then goto File > Save For Web and save your file as a jpg for the quality you want. The better quality the larger the file.
