Full Screen problem

I am now using Photoshop CS3 and I have found a problem that slows terribly my work. Under CS2, when having several files open I could have some of them windowed while one or two of them was maximized to fullscreen, in CS3 the "F key" (fullscreen with menus) seems to affect all of the open files and I can’t find a way to have some windowed some not.

I was wandering if that is something that can be changed under options, or it is a bug or (please let it not be this next) it’s the way it is from now on.
At least I think this should be an option, if someone wants to maximize to fullscreen all at once, let him do it, but let us also use it as it was, some windowed some maximized, because it is more usefull when having multiple files to drag and drop layers from the helping images to the main one (the one I usually have maximized).

The Question: Is there a way to keep on working with different visualizations for each file, not all windowed or fullscreened?
