Use Image Processor in Bridge, assuming you have PSCS2 or 3. If you have PSCS, download Dr. Brown’s Image Processor for CS from <http://www.russellbrown.com>.

When I export it to jpg, I set the quality 1 or 12, but the size is still bigger than the original one. But if I save as web jpg manually, the size is smaller.

Do anyone know why it happens?

SFW by default strips out pretty much all the metadata, which can impact considerably on the file size.
