Ctrl+arrow key, 1 pixel at a time; Shift +arrow key 10 pixels at a time? Has it worked before and suddenly stopped?
Try deleting your prefs file as per the help files.
Start PS with the ctrl+alt+shift keys held down. If you get the timing right you will be asked if you want to delete the file, you do, a new one is created at startup.

T,
According to Adobe, this is a known problem with versions bought from less than legitimate suppliers (the sort that smell of rum and gunpowder) 😉
