I am trying to do photo simulation for existing and proposed roadway. In my proposed roadway photo, I add in layers of new walls, poles, sidewalk and concrete curb on to the existing roadway
where they don’t have these new layers before. I am not happy with what I can do because I don’t know how to add shadow for these new layers to make the proposed roadway more realistic. Can somebody give me ideas?

I would make a selection of whatever you want to create a shadow for. Then, fill the selection with black on a new layer. Then,
edit>Transform>Distort…then distort the "shadow" layer so it’s pointing away from the light source, and play around with the fill and opacity settings of the layer.

If all your additions are on different layers than your original scene, repeatedly Select > Load Selection, using ‘Layer xxx Transparency’ with the ‘Add to Selection’ box checked, and then do as Robert said. For a finishing touch, use Liquify to make the shadow look like it’s actually falling across any non-flat surfaces.
