photo recovery (program) needed for XP hard drive

If the drive boots, how is it crippled?
Data recovery isn’t the same as getting into your "My Photos folder". Not being able to access a folder on a "crippled" drive is more akin to an "ownership" issue.
If you are logging normally (username/password) you should be able to access the folder. If you are logging in as another, admin for instance, the folder will not be available to you until you take ownership.

Is the picture folder is not accessible or the photos got corrupted not able to open up.
Perhaps your question is not clear. What actually happened to your photos.
If you are looking for any kind of data recovery tool then you can try Stellar Phoenix File recovery Software. A helpful tool which recognizes and restores over 300 file types including pictures.

The "My Pictures" folder is not accessible after I had to install another partition with a new windows OS in D:. The photos are in C: but I cannot open "My Pictures" in the old partition. I can go throughout the C: (old partition) and see the original files but I see 2 folders "My Pictures" now in "My Documents" – "My Pictures~2453677" and "My Pictures~9973852", I
cannot open either.
