I’m trying to load more filters (plug-ins), but only so many will show up under the filter menu in Photoshop CS3. How can I access all my filters?

Delete some of the old ones.

I think you can rename unused one with a tilde mark ( ~ ) in front and photoshop ignores them. later if you want to reuse them remove ~ from the name. blah
