I have a windows 2000 and am using the starter for photoshop. the adobe 3.2. And I’m trying to make a collage, and have no idea how to. is it even possible on photoshop? someone help, please?

The words "the starter for photoshop. the adobe 3.2" make me think this is Photoshop Album, in which case you need to go here:
