UV Correction CS3

Guys just like to see if anyone can shed some light on this issue. I have a photo of my sisters 16’s which has uv discoloration on the dress part and everything that is within 1" of the primeter of the dress. The rest of the image is fine. I am pretty competent in photoshop but never done any UV related restoration. Any tips on how i can correct this image. Currently i am running CS3 but i still have CS2.
