In CS3 when I open a file
From the Filter drop down list
The following Filters are greyed out.
Extract
Filter Gallery
Pattern Maker
Artistic
Brush Strokes
Pixelate
Sketch
Texture

In CS2 these are all enabled for the same file

You must be in 8 bit and RGB to have all the filters.

Also, the PS plugins should be where PS expects them to be e.g. …\Plugins\Filters\

Thanks
When I opened the file through bridge it goes automatically to Camera raw which assigns 16bit.

Its a pity that I could not find this information in help

If the file is Raw, I wouldn’t want it to behave otherwise.

Once in PS, it’s easy to convert to 8 bit/channel, if you want to enable all filters.

You can also set Camera RAW to open the file as 8bit.

Its all there in the PDF manual.
