When I attempt to use the Rectangular Marquee tool to make a small (21px x 750px) selection, I keep getting the warning message telling me:- No pixels are more than 50% selected. The selection edges edges will not be visible!!

Does this mean selection has not taken effect, or simply that it is too small to be seen?
If it is the former, how can this be overcome?

Check your feathering on the Options bar.
