Is there a way where I can open my grandson’s eyes, which are closed in the picture, and somehow open them. Sorry for this dumb question, but it is a nice picture, and my grandson is in uniform and I like to have it on my desk

When I had this problem, I found eyes in a second photo and used copy/paste to superimpose them on the first one. It was a different person and nobody noticed.

If the eyes are not closed, but just "droopy, you can open them with the liquefy tool. If they are really closed, then "MyVeryOwnSelf’s" method will work. It can be difficult, sometimes, to get both eyes lined up just right.
