First off, this is the main Photoshop forum. Folks here don’t likely know much about info specific to Photoshop Elements. Click on the "User to User Forums" link at the top of the page for the top level index of all product forums. Navigate into the PS Elements forum from there.
Secondly—although the visitors on these forums might come up with an answer to your question, it really doesn’t have much to with Photoshop (any version) specifically, AFAIK. I’m pretty sure a device’s inclusion in the list is generated by the TWAIN component itself. (I could be wrong here; anyone may feel free to correct me on this! :))

And last—but definitely not least—you may want to look into capturing image data from your scanner through its native software or a 3rd-party scanner app like VueScan <
http://www.hamrick.com>, rather than using the notoriously buggy TWAIN component. One of the great benefits to working this way is that you can scan your image without tying up your image editing application. This way, you’re free to work on one image while your scanner is capturing data from another.
