Cannot apply filters to layers

Running CS3 on Vista 64bit.

When I try to apply a filter (in this case distort-glass) on a regular RGB 8bit layer(1 or above), it wont work. If however, I draw something on the base (background) layer and apply the filter to that, it works fine. Seems it does not like transparent backgrounds maybe??

make sure the data you want to affect is selected, or that nothing else is selected, thus blocking the effect of the filter. (try hitting crtl-a or crtl-d when on the layer, then apply the filter).

The whole layer or an object on the layer?

Works okay for me in CS.

Is your foreground color in the Color Picker the same as your background color? The filter works off the FG/BG except in a flattened layer where it uses the "background" color of the layer.

To Mr Milbut: I tried highlighting the selections too, as well as not having anything selected (other than the layer) as you suggest. still nothing.

To Mr Hannigan. The foreground color is the same as the object in the layer that I am trying to apply the filter to, but the layer itself is transparent. I am following a training video for this project and I believe they were using version 8 (CS) at the time. Thiers is also on a transparent layer itself but the filter applies fine.

just dave please. 🙂

reset the filter? hold down alt and one of the buttons changes to reset. tried all different settings?
tried it on a different file? (new image? existing image?)

What is the Background color in the Color Picker? See the two boxes at the bottom of the Tools Palette? Are they the same color?
