Where is the "Shape" Tool?

I am brandnew to Photoshop and I know this is probably a very BASIC question, but… I cannot find the "Shape" tool. The tutorials I have been looking refer to the "Pen" tool and the Rectangular tool. I do not have these in my Toolbox, although I DO see a "Brush" tool. My toolbox is open on the left side on the screen, but I see no shapes.

What am I doing wrong?

I am using Adobe Photoshop Elements 6.0.

In Photoshop (never used elements) the Custom shape tool is U on the keyboard, it shares a flyout with the rectangle, elipse, line etc., tools. Elements should use the same keyboard shortcuts.
When selected the available shapes appear in a drop down on the options bar.
