I would like to know if it would be possible to create a picture and then animate it somehow.

Bottom line, I would like to draw a simple dual coloured flag and then make it wave as if it was in a gentle breeze.

The ultimate goal is to use this as a backdrop to a picture slideshow I am planning to create.

Please let me know if there are tutorials out there on how to go about doing this.

What you’re after is most commonly done using a succession of incrementally changed displacement maps. Have a look at the following page of Google search results for the string: photoshop tutorial displacement waving flag animate
