I would like to know if it would be possible to create a picture and then animate it somehow.

Bottom line, I would like to draw a simple dual coloured flag and then make it wave as if it was in a gentle breeze.

The ultimate goal is to use this as a backdrop to a picture slideshow I am planning to create.

Please let me know if there are tutorials out there on how to go about doing this.

Also, please pardon me if this is the incorrect forum to post this question and let me know which would be the more appropriate application to do so. Thank you.

What you’re after is most commonly done using a succession of incrementally changed displacement maps. Have a look at the following page of Google search results for the string: photoshop tutorial displacement waving flag animate
