How can grid % change while cropping – rule of thirds ?

I have the grid at 33% but when I start using the crop tool the grid does not move according to the suggested crop. It just stays on the image. I would like for it to move with the crop tool always at 33% size.

There are some programs that do this, one would be ACDSee Pro. When I make a crop in it and I want to follow the rule of thirds I can see the grid lines move as I change the size of the crop.

Is this possible in CS3?

The grid will fill the document window (irrespective of size) according to the units/frequency specified in the preferences.
If you crop the image to 33%, 50% or whetever percent, the grid will resize to fill the image window as specified in the preferences. In PS, the grid is an alignment/positioning aid.
To "crop" at a fixed ratio you need to use the Rectangular Marquee tool set to Fixed Size on the Options bar. Set the Width & Height boxes to 33% and then wherever you click on the image, you will lay down a 33% rectangular selection of the image.
Then, Image>Crop.

The rule of thirds is really only a crude approximation to the Golden Mean, where the intersecting lines are at 38.2% and 61.8%, instead of 33% and 66%.

The difference between the same image cropped to the GM instead of thirds can be dramatic. If Photoshop can be set to provide thirds lines , maybe it can be set to GM lines – but I have been unaware that PS can do the thirds, if indeed it can.

The learning curve seems infinite …

Open preferences (ctrl+k)
Go to Guides, Grid etc.,
Set the grid lines to 33.33%
Subdivisions 1

Never used it like the OP wants to, try to achieve the GM in camera.

This is exactly what I needed.
Although way to complex.
This should be just a simple setting in the options bar of the Crop tool. This will work for now.
I did go through the steps and now I have it.

Maybe but that is all there is. You get used to it. Because no two crops will be the same it is not poss to write an ‘action’ for the complete task but you could write one and intervene as needed.

This should be just a simple setting in the options bar of the Crop tool. This will work for now.
