If i have a image i want to print out to be
36" x 24" what size do i have to make it in Photo Shop ?

It depends…

What quality do you want? 180, 200, 250 or 300 dpi are all deemed by some the absolute minimum. So you are probably looking at somewhere between 6480×4320 and 10800×7200 pixels.

I think TWK was right, the OP didn’t ask about DPI, just image size.
