trouble saving jpgs w/ cs3

Every once in a while I have trouble saving a file as a jpg w/ CS3. Today a opened a 8-bit RGB TIFF file, chose Image > Duplicate, closed the original, resized the duplicate, and when I try to save it as a jpg, it is not one of the file formats that I can choose from.

I know I can use "Save for web & devices" but that’s only good if I want 72dpi.
