What effects were added to this photo?

I’m trying to create a slight cartoonish effect of sorts of a photo similar to the effect in this photo here:

I know the creator of the photo uses CS3 but I’m unsure of how it was done. Does anyone know how to do this effect or know of a tutorial?

Ryan, i may be way off,but my initial thought was it could be photomatix. I just downloaded it recently,and it reminds me of some of the looks you can get with certain adjustments.

That looks to be HDR to me…
My bet is he started off with e.g. 3 exposures (likely raw images, possibly taken using auto-bracketing to take them quick enough with the subject not moving), and combined it to HDR (under file->automate).
The effect is achieved by over-doing it when converting it down to an 8-bit image.

It’s not a simple effect unfortunately.
Google around for HDR tutorials… 🙂

If you just want a similar (but not identical) effect quick and dirty you could go for the image>adjustments>Shadow/Highlights filter. Use large amounts and low radius (click "show more options"). Play around with it.
You could also try to to add a sharpen filter (smark sharpen or unsharp mask) with very high radius into the mix.

The second video demonstrates the process of creating HDR images. In the first part of the video, I use Photoshop’s HDR tools only. In the second part, I use the Photmatix plugin to create the final HDR image.
