save as window disappears

need help with saving files. all of a sudden everytime i try to "save as" a file the save as window pops up for a second then simply disappears and i cant click anything.
the only thing i can do is shut down photoshop in the process list.

already tried removing and reinstaling but i didnt work

any other solutions?
