HOW TO OVERCOME HAND TOOL LOCK

hi, ive got a bit of a problem, ive been away from ps for a few years and as ive come back home to the new cs3 i have a new problem; there seems to be a setting that locks the hand tool. i try to draw somethign on canvas, but nomatter what button ive pressed, nomatter what setting i start off with, even while clicking on anythign else such as the pen tool, dispite all the indicators indicating i should be drawing with the paintbrush, all it does is stay locked on the hand tool, and i dont know how to unlock it.

please help!
