I need to take an 8 bit image and simulate what it would look like as a four or six bit image.

Any suggestions on how to do this?

Is this what the OP means?
I read it as 4 and 6 bits per channel, not 16 (4 bit) or 64 (6 bit) colours. 4 bits per channel in RGB would be 4,096 colours.
6 bits per channel in RGB would be 262,144 colours.

In Photoshop, Image/Adjustments/Posterize, and set the level to 16 for a 4-bit image (2^4=16), and 64 for a 6-bit image (2^6=64).

An 8-bit image has 2^8=256 levels of brightness per color channel, from 0 to 255. Posterizing will reduce the number of brightness levels to your chosen bit count.
