update to the latest flash player before installing.

as long as it’s not vista basic it should run. make sure you update to the latest flash player before doing the photoshop install. i read that the installer uses flash. (dumb! dumb! dumb!)
I have vista hoe premium. I installed it before but had to restore my computer because of spyware. I have they latest version of flash player installed. I still cannot install photoshop CS3. Please help!!

I could make a joke about "vista hoe premium," but will let someone else handle that. I will just assume that the "M" key stuck up. Now, two things that you might try:
1.) installing in Safe Mode. This is based on MY assumption that Vista has a Safe Mode. Also, it assumes that you are logged in as an Administrator.
2.) install by copying the discs to your system (say Desktop) and installing from there.
Other things to think about: all AV programs OFF. All spyware programs OFF. All pop-up blockers OFF. I even stop all unnecessary running processes, if I encounter a problem with an install.
Can’t help with the specific OS, as I’m on XP-Pro for all machines.

I still cant install it. Can’t install it in Safe Mode because Windows Installer is off in safe mode. I have CC Cleaner installed and it says I Photoshop CS3 installed. When I delete the entry in CC Cleaner, I still cant install it. I also have RegCure installed and cleaned up my registry. Is there anything I can do? Please help!
yeah, i had the same problem as you too, but i got it fixed =]
I think this happens because we uninstalled photoshop incorrectly
heres how i did it, its kinda risky though…
go to your start and click on run and type in "regedit" then from the beginning of your registry (by this i mean go all the way top of your registry and click on your My Computer)
hold ctrl+f and search for "photoshop" and delete (the folder) everything that is related to adobe products (careful though, some registry are not related to adobe…)
just press F3 to search next…
