NEWBIE: Can’t Read Text, way to fix it?

Sorry to bother someone with such a simple question, but I have a picture of something that I am trying to read a number off of it in the picture. The background is black and the text is white, but I cant make out what it says. Is there a way I can enhance the image to be able to read the text??

Thanks in advance, and I have photoshop cs3 extended

like bob said, maybe the government could do it, or the cops on a tv show like CSI, but it’s too badly blurred and there’s too little information in the pixels that are there for anything to be read. at least for me…

(when he says "photoshop csi" it’s kind of like an old joke where people think you can ID the face of the killer reflected in a blurry parking lot photo of a chrome bumper because they saw it on tv. it just can’t be done by any software available to the general public.)

Yeah I figured it was a joke, but I am getting a book called Photoshop CS3 for forensic professionals, just gonna give it a shot
