Is It Possible to Use the Arrow Keys to Rotate An Image?

I need to rotate a layer to an exact spot relative to another layer. Moving it right and left with the arrow keys lets me see when I snaps into register. I also want to do that with rotation. Is there a way to do this?

Highlight the numerical field for "Rotate" in the Options Bar. Now use your arrows, or SHIFT + arrows.

Yes, at least you can in CS. Ctrl-T, then highlight the Angle field. Each arrow click is .1 degree Shift-click is a degree.

Holding shift while rotating will constrain the rotation to 15° increments.

Could you explain more what you’re trying to do (or illustrate)?
